I am now informed by Count Hayashi that the inclusion of patents, designs, and copyright would greatly delay matters. His Excellency has succeeded in obtaining the consent of his colleagues much on the lines we wish as far as the trade-marks are concerned, and suggests losing no time in putting it through. Patents, &c., could be dealt with later. Request your approval." The American Ambassador has agreed to the above proposal.
